`canInitWithRequest` not called in Xcode 15 preventing stubbing being setup correctly

Issue Description

We're using PINRemoteImage and OHHTTPStubs in our project and have notices an anomaly with Xcode 15. It appears that PINRemoteImage doesn't call + (BOOL)canInitWithRequest:(NSURLRequest *)request; on NSURLProtocol in Xcode 15, but does in Xcode 14. After digging through the code of OHHTTPStubs a bit, I can see that this is a critical part of getting stubbing setup correctly, so that makes sense as to why it's not working.

I know this is likely more of an issue for the PINRemoteImage folks, but thought I'd also post here to see if anyone knows of any underlying changes to NSURLSession that shipped with Xcode 15 that could be causing this.
