We are lacking certain actions for groups of groups, like off duty actions (breaks between sweeps), preparatory actions, complex objective actions (like route surveillance), and post objective actions, like pursuits.

Even with this short incomplete list, we're already talking about distinct work items. Let's keep this issue open to track and discuss the overall list of behaviours. We can make individual issues for each individual unit of work that adds additional AI behaviours.
