A few points to consider here

1. The authors created the CBSD model by extending the CBS model from literature, and used a combination of CBS simulations and new experimental data to calibrate the CBSD model.
2. The model is first "equilibrated" using a separate condition, and then stimulated with TGFb. This is not implemented as a PEtab preEquilibrationCondition. Equilibration is constrained to 100 time units, and there are PEtab measurements (from CBS simulation) for that condition.

The second point could be addressed either using an SBML event, or the upcoming timecourses.
