Make it possible to create GlobalUsings file anywhere

Feature + bug:

1. Create GlobalUsings anywhere (as per now it's been generated in the root project folder by the default)
2. In case there is an existing GlobalUsings somewhere else, find it and use it, instead of creating a new one in the root project folder.
