Add compiler installation guidelines

Include the installation guidelines of the C/C++ compiler for different platforms namely Windows(MinGW) and Linux(GCC).

MSVC is the defacto compiler implementation on Windows. I'd advise installing MSVC+Visual Studio Community Edition.
