Distinguish between missing features and empty features

Make sure we have consistent behaviour (or configurable in the yaml file) for various kinds of "missing" features: 
* old-style gazetteer list: feature name and equals is present but no value
* tsv gazetteer list: column is empty
* this should/could depend on type information from the yaml file
