Update maven groupId and repository license

Description

• Update the maven groupId from org.entur.gbfs to org.mobilitydata and keep the same artifact ids.
• Update repository license from EUPL-1.2 to Apache-2.0
• Update GitHub workflows and create a release
• Communicate w/ Entur

I'm updating the developer tags, and yes it needs to be under the @mobilitydata.org domain. Do we have a generic dev email account?

Not that I know of. There's the it@mobilitydata.org address to which David and I are members of, but no address that covers your team.
