V2 Executions Pipeline Self-Host Telemetry: V2 compatibility detection

Octopus Deploy has been working on resilient, scalable deployments for our Cloud customers. To make the deployment execution engine at the core of Octopus Server resilient and horizontally scalable, we've rebuilt the entire thing in our V2 of the pipeline.

We want to also release the V2 pipeline to our self-hosted customers. The first step towards doing this is to add additional telemetry about how customers are using Octopus Deploy, so we can reason about how the V2 pipeline will work for them.

This issue captures the work of adding telemetry for the V2 execution pipeline compatibility detector.
