PrairieLearn workspace jupyter notebook scrolling issue

When I open a jupyter notebook in a VM for workspace, very frequently there would be a bug where scrolling up and down makes the viewport instantly skip some content. When it happens, it happens very consistently. Sometimes it scrolls smoothly with no problem. I attached a video for it.
