Determine Elm application state/architecture to handle frontend

Is the frontend going to be a single Elm app? Or is it going to be multiple small Elm apps to power each page?

How is the application state (in Elm) going to be structured to handle this?

Conversely, once this is determined, for the backend, how are we going to structure the routing?
