Restructure AWS CLI module to personal namespace

- Create ausbru87 namespace with avatar and README
- Move aws-cli module from registry/coder to registry/ausbru87
- Update all source paths to registry.coder.com/modules/ausbru87/aws-cli
- Follows contribution guidelines for community modules
