[Tools] "Add to Favourites" and "Remove from Favourites" buttons not working after completing a tool

Describe the bug
After completing a tool that belong to a specific major tool category, the "Add to Favourites" button is not taken into consideration. Additionally, if the tool is already in the favourites list, the "Remove from Favourites" button also fails to work after completion.

To Reproduce
Steps to reproduce the behavior:

1. From the navigation bar, go to Manage → Tools, and select a tool that contains a group of related tools, organized like subcategories.
2. Complete the selected tool
3. On the tool completion screen, tap "Add to Favourites"
4. (If already added) "Remove from Favourites" instead.

Expected behavior
The major tool category should be added to the favourites list
