New Feature: codename goose CLI

Have been loving using codename goose as a coding agent but wanted a more integrated way to get into my devcontainers. I've created this repository based on the Feature Starter template and written the necessary code to implement a basic feature: https://github.com/brandonhawi/codename-goose-devcontainer-feature
