Transated View labels not updated #48

Description
When switching the language with the argument -nl and starting Eclipse IDE with a previously created workspace in English the language of inactive View labels like for example Plug-In View (in the default Plug-In Development Workspace) are not translated. As soon as these views are activated with a click the label is updated to the translated value.
I am not sure if this is an issue with Babel, it looks merely like an issue with Eclipse Platform itself. Where else could I report this issue, with the Platform (https://github.com/eclipse-platform/eclipse.platform/issues) or Platform UI (https://github.com/eclipse-platform/eclipse.platform.ui/issues) projects?

Steps to reproduce the issue:
- Start Eclipse
- Add the babels latest update site https://download.eclipse.org/technology/babel/update-site/R0.20.0/2022-12/
- Install Babel Language Pack for Eclipse in Chinese (Simplified)
- Restart Eclipse with
-nl zh - Activate the View Plug-Ins to see the label updated
