Add in General Resources to our Documents Page

I've had some people ask about resources for general software engineering best practices, as well as how to properly put together a repository and manage it. I'm thinking we could link out to existing resources (e.g., https://society-rse.org/resources-database/ and https://bssw.io/). Since there's some overlap with Python best practices inherently in this, this info could go on that new Python Resources page. I could also see this being its own page, however.
