Update peripheral pam_password tests and support functions for auth framework

The pam_password secrets file writer functions in irods.client_init, as well as the Python client suite tests in irods/test/login_auth_test*.py, need to be adapted to work under the new auth framework before the legacy code on which they're dependent is removed from the server.

Originally the tests in login_auth_test*.py were written to permute all the possible choices and ensure that PAM logins would still work. In so doing, a lot of legacy-isms were incorporated into that code. The tests so affected should probably be completely rewritten, as in the brave new world of iRODS 6+ and the auth framework, conditions and assumptions are a bit different. For one, we don't know what client environment files will look like in the future. Plus, logging in under PAM while opting out of TLS/SSL is no longer possible as of iRODS 5.0.2
