failed to install Minimal C Kernel

I tried to install Minimal C Kernel described in this link https://github.com/brendan-rius/jupyter-c-kernel
but after following the steps in the link. It does not add C kernel in the distribution.
Can anyone elaborate on the steps as to how to add this C kernel in the deployment using ansible.
