clean up users

There are still many, many spam user accounts that aren't obviously spam because they didn't use the profile exploit, but still need manual cleaning up. Some can be found because of name duplication (yay, spam scripting, someone clearly just worked off of a list) but some are just "run through our entire user list and flag them one by one".
