[fix] workaround for missing tokenDecimal for tokentx calls

Note on a Etherscan bug:
Some ERC20 contract does not have valid decimals information in Etherscan.
When that happen TokenName, TokenSymbol are empty strings,
and TokenDecimal is 0.
