[BUG] Plugin not generating cfg files

According to the installation instructions, we're supposed to just unpack the content from the matching OS zipped file into the usual tf2/sourcemod/ folder, however, the configuration files aren't being generated to manage the plugin.

Metamod is running the latest code as of today:

Not a single folder being created despite multiple sm plugins refresh actual OS reboots:

I think there's a misunderstanding.

There are two ways patches can be applied:

• managed patches, where sourcescramble_manager.smx handles installation / uninstallation in a set-and-forget fashion; these are installed by adding a configuration entry in configs/sourcescramble/
• [...]

By this bullet point, the intended meaning is that memory patch creators can provide a Source Scramble configuration entry + gamedata file to patch memory ranges.

The manager plugin itself has no configuration.

Additionally, the location to specify managed patches would be under /tf/addons/sourcemod/configs/sourcescramble (all relative paths specified in the section are paths under sourcemod/).
The plugin also currently doesn't create that folder. It wouldn't be a hassle to add to the plugin, if that's the desired outcome.
