push video from thingino motion guard

Kindly copy discord webhook implementation for sending video to channel and similarly implement API endpoint on lightnvr. So thingino can send video via this webhook to it from motion guard

We have this now, but we pull the events from the simple_onvif_service--no API required.

Ah, sorry, wrong ticket -- this ask was a bit different. Ill leave it open for now, but I think same framework should work.
