pgpool2 and postgresql are installed on the same host, so it should be more reasonable to let the VIP be directly bound to the primary postgresql node.

Prepare other VIP (suppose it to be VIP2), then modify failover script so that VIP2 points to the new primary PostgreSQL.

No I don't think so. VIP is always bound to the leader pgpool (otherwise you will have split brain). But primary PostgreSQL is not necessarily on the leader pgpool node.

Using priorities can help in the first assignment of the VIP, according to my experience, see #109.
From then on, the VIP is not bound to the primary node if failover happens.
