Restrict the conclusion of the test

Can we have a feature where we limit the conclusion of a test only to the person who created a test? Do not even show the conclude button to an admin who didn't create the test.

in a absence of owner of the test, a test will be locked out till the given conclude time.
I think this feature will also have some cons which we need to address.

I don't think it is most crucial and important feature as if now. Admin can do anything. Thats enough. If needed we can develop the feature of simple reopening of paragraph. Sooraj Parameswaran

the feature is already there @srjpn , admin/teacher can always edit it even if the passages are concluded.
Here we are talking about ownership of a passage and restricting other admins updations who are not owner of the passage.
