compiling issue

I have two questions about the compiling.

First of all,what's the meaning of "copy opencv__.dll files to the build output folder". Where are the opencv__.dll files and the build output folder?

Secondly, how to compile the kinnect toolbox? By Visual Studio?I found I need a Team foudation server account when I tried to compile the kinnect toolbox. How to solve it?
