.NET Standard Upgrade

Upgrade the projects to at least .NET Standard 2.0. We will need to conditionally build certain projects as they are too Windows-focused to be ported (e.g. Utilities.Service).

2.1 includes Span and Memory which can have a major performance impact on parts of our code. Although it’s now RTM there are still a number of reported issues. That said, it would be worth upgrading straight to 2.1 as it I read it is the version that MS are planning on supporting more long term going forward. I’m on mobile so can’t link all the relevant articles but they’re quite easy to find.

That's .NET Core 2.1, not .NET Standard. .NET Standard doesn't yet have the APIs for Span so we'd need to be adding it as a NuGet package (System.Memory) if we are going to target it. There isn't any info on the .NET Standard 2.1 release AFAIK?

.NET Standard 2.1 has been announced and will include most of what is in Core 2.1 (including Span and Memory)
