Switch annotaitons to embedded jar

Previously Xamarin.Build.Download was responsible for injecting the .jar file into the assembly (which acted like EmbeddedJar) but now that we have removed Xamarin.Build.Download, this needs to be manually switched just like .aar files are now directly included.
