Upgraded target frameworks to include .NET 9 and updated NuGet package dependencies to the latest versions. Improved code formatting, applied modern C# features, and enhanced unit test assertions with FluentAssertions for better readability. Updated GitHub Actions workflow and documentation for compatibility with these changes.
