Implements core interfaces from EIP-2678 (EthPM v3 Package Standard)

Based on: https://eips.ethereum.org/EIPS/eip-2678

Changes:

Add IPackageRegistry interface with basic registry functions
Add IPackageManifest interface for manifest structure
Define core data structures from EIP spec
