feat: Added Can Last Human Glow Config

Describe the changes
A configuration option to toggle the visual glowing effect for the last surviving human.

What is the current behavior? (You can also link to an open issue here)
Currently, the last surviving human always glows, revealing their exact location to SCPs without any option to disable it.

What is the new behavior? (if this is a feature change)
anLastHumanGlow config. When disabled, the visual glow is hidden by sending a fake position.

Does this PR introduce a breaking change? (What changes might users need to make in their application due to this PR?)
