QR Scanner Initial Hi-Fi Implementation

TODO:

• Add swipe-down functionality to get rid of the modal
• Add the Navbar at the bottom
• Replace buttons + other things with vectors (I need to ask design)
• Test Different Scanning Features E2E
• Finalize number of buttons + APIs required for Staff and User Scanners (+ ask design to review)

Notes:

• The background SVG doesn't render correctly and the PNG is very low quality. The SVG is just a wrapper on the PNG, so I'm not sure what to do.
• Need to test the success modal. Looks like I lost my Admin role (???) so I can't test it.
• Would also appreciate it if you guys could make sure the "Choose Image" button works correctly (permissions + QR code detection)
