Update SNAP BBCE gross income limits and Maryland LUA

Summary

Closes #7028

Updates SNAP parameters to reflect recent policy changes:

1. BBCE gross income limits for NM, AK, and add missing SD
2. Maryland SUA and LUA historical values (backdated with correct January 1 effective dates)
3. Indiana LUA effective date corrections (May 1, not October 1)
