a revert of #569

This PR updates the Publications page by moving content from static Markdown into a structured data file and introducing a card-based layout.

All publications (journals, preprints, policy briefs, etc.) are now stored in
data/publications.yaml.

Adding a new publication only requires adding a new YAML entry.

A new shortcode ({{< publication_list >}}) displays publications by type without manual formatting.

Clean card layout with hover effects

Status badges (Published, Preprint, Policy Brief)

Expandable abstracts

Consistent action buttons (DOI, PDF, Project, Postprint)

Supports multiple Altmetric badges per publication and displays them inline.

👍 All image files/references (if any) are in webp format, in line with our policy.

@richarddushime

  1. this looks excellent
  2. can we format the references properly (e.g. journals in italics)? Maybe they just have to be entered in markdown.
  3. let's get rid of the status. The manifesto has been "under review" for ages, so I don't think that is quite right - and they will always become outdated. Can we just change them to "journal article", "preprint" etc
