For issue: #259

  • updates release notes for 0.7, particularly the kmcp installation and the local agent development
  • adds CLI docs since those were missing. This way, we have the ones for the new kagent commands that support local agent development
  • adds an Operations section with an upgrade guide, which was a request we had from some users
  • moves around some of the content, such as uninstall and troubleshooting to the operations section
