This pulls some of the changes out of #16 because that's not going to be ready to merge for a while.

Converts tools to Typescript, fixes TS errors
Extracts some helpers for normalizing and saving stations
Changes internal id format to match filename (us-ma-boston => us/ma/boston)
Export list of constituents as a constant.
Removes source_url because it's somewhat redundant
