The dtd spec is a hold over from long retired standards; moreover scribble renders HTML that doesn't adhere to the dtd specified here (e.g. <section>). This change follows the HTML "Living Standard": https://html.spec.whatwg.org/multipage/syntax.html#syntax-doctype
