Add Finalized Block Height Monitoring to Exporter

Finalized Block Height Changes

• Add finalized block height metric
• Add finalized blockheight checks on evm and evmhttp collectors
• Update tests to handle differing number of metrics along with finalized blockheights

Tron/EvmHttp Collector refactor

We basically had duplicate collectors since Tron and EvmHttp collectors were functionality the same.

• Delete Tron collector and all references
• Update tests for just evmHttp collector
